I have reported for the pc platform. I opened the subject title. I hope they are interested. It is not possible to progress in The Pentagon side mission right now. If you want, I can record this situation with a video.

@X.Pathfinder.X - replaying on story mode doesn't trigger the chat with the agent for me. Instead, it allows me to proceed from the beginning of the mission (as opposed to the safe house).
I'm happy to run it with you so you can get past the bug, but capture the video of the bug before doing so - I expect support will ask for it.

So you can access the safe house, but not the door to proceed with the mission. Are you able to access the stash that's in the safe house? What about fast travelling direct to the safe house now that it's unlocked? Put that information into your bug report.

It is not possible to be the first save house travel since the story is the starting mission. First of all, the story must continue for the save house to be active. It is not possible to speak to the agent when he enters the door as a result of the bug in the save house. In addition, there is a dx12 problem in the game. I guess for some reason ubisoft cannot handle dx12 while no other games have dx12 problems. Although dx12 currently performs better than dx11, ubisoft cannot solve a problem. dx12de crashes or the screen freezes.

@UbiFaveRed - I completed the missions with X.Pathfinder.X in my session in story mode.
After returning to their session, they are still stuck at the Pentagon safe house, and cannot fast travel to the mission start.
Instead, we cannot proceed past this door (presumably because they cannot talk to the agent as per the video)
Any attempt to fast travel to the mission start dumps us back at the safe house.

Any solutions ?
I got a friend in a similar situation.... If he travel from DC to the side mission, he gets teleported to the safe house. He can access the stash box... River Terrace door is open, but there is no cable/rope to climb inside the room.... Even pairing him up with someone that has not done the Side Mission, they are able to talk to the agent, and progress up the rope, but for my friend it's not showing...

Pentagon BUG.
Manhunt mission
Right at the beginning, find the explosives...
Elevator doors are open, it was not supposed to be, and if you just go down the elevator shaft you CAN'T do anything, store room are closed, and fuse box is closed, fast travel to safe house.
Again, elevator doors are open, but if you wait by the door it will trigger force open door option, and you will open imaginary door, and then when you go down, fuse box are open and store room are open, but there's nothing there, i think it should be a fuse?
Now what?Honestly, i'm a little tired of these kind of bugs....
EDIT:
I did the other Pentagon mission (Darpa i think), and returned to first one and now it is ok... Still not ok. Bugs are supposed to be dealt with. Instead you're focused on banning players.
